A South Florida real estate investor has been arrested and charged with elderly exploitation and unlawfully filing false documents after allegedly stealing a disabled senior’s condominium. The investor is accused of moving the 75-year-old victim, who suffers from dementia and other health issues, into a "deplorable" mobile home while selling the property for $180,000, with the victim reportedly receiving none of the proceeds.

Allegations Against the Investor

Authorities have arrested Igor Shlafman, 54, of Parkland, in connection with the alleged theft of a Hollywood condominium belonging to a 75-year-old man diagnosed with significant cognitive impairment and other health conditions. According to a Broward Sheriff’s Office arrest report, the victim, who inherited the condo from his parents, signed a quit claim deed to Shlafman’s company, ID Investors, LLC, in June 2024. Investigators believe the victim "lacked the capacity" to understand the document, which stipulated he could remain in the property for life as long as he maintained its cleanliness.

A Deplorable Living Situation

Instead of remaining in his condo, the victim was relocated to a mobile home in Dania Beach owned by an associate of Shlafman’s, identified as Zach Miednik. When deputies visited the mobile home, they found it in a "deplorable" state, both inside and out. The victim was found wearing only a shirt and blanket, and the trailer was littered with dirt and debris. Uneaten food and food debris covered the dining table and kitchen countertops, the stove appeared inoperable, and the refrigerator was empty with insects inside. The pantry was devoid of food, and one bedroom was empty while the other contained a mattress with apparent fecal stains.

Victim’s Lack of Recollection

The victim exhibited signs of cognitive impairment and could not initially recall how he ended up in the mobile home. Upon being shown the quit claim deed and his signature, he stated he did not remember signing the document and that it did not look like his signature. He identified Shlafman as the person who brought him to the mobile home but denied making any deal with him. He also identified Miednik as working for Shlafman and speaking to him daily.

Legal Ramifications

Igor Shlafman, originally from the former Soviet Union, is facing charges of elderly exploitation and unlawfully filing false documents. He was no longer listed in Broward jail records as of Tuesday. While Zach Miednik does not currently appear in court or jail records, the arrest report indicates he "conspired" with Shlafman and is also expected to face charges.
