Florida lawmakers are currently embroiled in a significant debate over property tax reform, with Governor Ron DeSantis championing the complete abolition of property taxes for homestead owners. This legislative push, marked by the introduction of eight distinct bills, has ignited discussions about potential tax relief for residents while simultaneously raising alarms about the impact on essential local government services.

These proposals vary in scope, from eliminating all non-school property taxes for homestead owners (HB 201) to offering exemptions for those over 65 (HB 205) or increasing homestead exemptions (HB 207, HB 209). Notably, most of these bills aim to protect funding for schools and law enforcement, meaning cuts would likely affect other vital services.

State economists project significant revenue losses for local governments. One measure, eliminating non-school property taxes for homestead properties, could cut taxes by $14.1 billion in the 2027-28 budget year and $18 billion in subsequent years. This could force drastic reductions in services such as fire rescue, road maintenance, parks, and public health.

Concerns for Local Governments and Homeownership

Local officials express deep concern over the potential financial fallout. Property taxes form the backbone of funding for cities and counties, often accounting for over 65% of general fund revenues. Without a reliable replacement revenue source, cities like Naples and counties like Collier warn of significant impacts on their ability to provide essential services. Some analysts suggest that local governments might attempt to offset losses by increasing taxes on commercial and rental properties, potentially leading to higher rents. Furthermore, experts from Realtor.com predict that reduced property taxes could inflate home values, making it even more challenging for first-time homebuyers to enter the market.

Any proposed property tax changes must first gain 60% approval in both the state House and Senate to appear on the ballot. Subsequently, 60% of Florida voters would need to approve the measure in a statewide election.
