The University of South Florida is set to undergo a significant transformation with a substantial $24 million investment from Hillsborough County. This funding is earmarked for crucial infrastructure and safety improvements to support the development of the new Fletcher District, a mixed-use project planned for the former USF golf course.

Key Takeaways

  • Hillsborough County has committed $24 million to enhance transportation and safety in the USF Fletcher District.
  • The funding will support roadway upgrades, new turn lanes, traffic management, and a pedestrian bridge.
  • The Fletcher District, a 138-acre development, aims to create a new economic and residential hub north of the USF campus.
  • This county investment complements existing state funding for surrounding development and research initiatives.

Fletcher District Development

The Fletcher District, situated on a 138-acre site north of the main USF campus, is slated to begin its first phase of construction in spring 2026, with an anticipated opening in summer 2028. This initial phase will encompass approximately 27 acres and is projected to attract around $269 million in private investment. The development plans include:

  • Student housing with 696 beds
  • 150 multifamily apartments
  • A 150-room hotel and conference center
  • Approximately 60,000 square feet of retail and restaurant space

The county’s $24 million allocation will specifically address infrastructure needs along Fletcher Avenue, including roadway enhancements, the addition of new turn lanes, and traffic flow improvements. A key component of this funding is the construction of a pedestrian bridge across Fletcher Avenue, designed to safely connect the main campus with the new district.

Broader Economic Impact and Vision

Commission Chair Ken Hagan highlighted the transformative potential of the Fletcher District, viewing it as part of a larger revitalization effort that includes the new USF stadium and the redevelopment of the MOSI property. This coordinated development is expected to create a vibrant, year-round destination anchored by education, research, events, and tourism.

Local officials anticipate that the Fletcher District will generate approximately $500 million in construction spending and create around 250 permanent jobs once fully operational. Furthermore, the district is projected to contribute about $15 million in recurring economic activity annually. A significant goal of the project is to retain USF graduates by offering housing, employment, and research opportunities in close proximity to the university.

Complementary Investments

The county’s investment is bolstered by previous state allocations totaling $31 million for roadway access, mobility improvements, utilities, and site development around USF’s east campus. Additionally, the state has approved $8 million for the USF Health Translational Research Institute, which will serve as a research anchor for the Fletcher District. These combined public investments underscore a strategic effort to foster a new economic center around the university, leveraging USF’s significant annual contribution to Florida’s economy.
