A South Florida real estate investor has been arrested and charged with two felony counts, accused of exploiting a disabled senior with dementia. Authorities allege that Igor Shlafman, 54, orchestrated the theft of the 75-year-old victim’s Hollywood condominium, subsequently moving the man into squalid living conditions in a dilapidated mobile home.

Allegations of Exploitation

Broward County Property Appraiser Marty Kiar announced the arrest of Igor Shlafman, of Parkland, following an investigation initially reported to the Florida Department of Children and Families. According to a Broward Sheriff’s Office arrest report, the victim, who inherited the condominium from his parents 40 years ago, was found to be living in unsanitary conditions in April 2024. He was diagnosed with significant cognitive impairment, along with other mental and physical health conditions.

The Condo Sale and Deplorable Living Conditions

Investigators claim that in June 2024, the victim signed a quit claim deed for his condominium to Shlafman’s company, ID Investors, LLC. The report states the victim "lacked the capacity" to understand the document, which stipulated he could remain in the unit for life as long as he maintained its cleanliness. Instead, deputies allege he was relocated to a mobile home in Dania Beach owned by an associate of Shlafman’s, identified as Zach Miednik.

Shlafman reportedly sold the condominium for $180,000, with the victim receiving none of the net proceeds. When deputies visited the mobile home, they described it as being in a "deplorable" state, both inside and out. The victim, wearing only a shirt and blanket, appeared disoriented and could not recall how he ended up at the trailer. He also expressed disbelief at his signature on the quit claim deed, stating, "I don’t remember signing this document."

Legal Ramifications

Shlafman, originally from the former Soviet Union, faces charges of elderly exploitation and unlawfully filing false documents. While Miednik is not currently listed in court or jail records, the arrest report indicates he "conspired" with Shlafman and is also expected to face charges.
