Florida’s Amendment 3 puts tax relief, local services and home prices in the balance

Florida voters are weighing Amendment 3, a proposed constitutional change that would reduce property taxes on owner-occupied homes while limiting increases in taxable values for some other properties. Supporters say it would ease housing costs; critics warn that shrinking local revenue could pressure public services. Polls are divided, and passage requires 60% approval.

Key takeaways

  • The proposal would expand the homestead exemption for non-school property taxes to $150,000 in 2027 and $250,000 in 2028.
  • State analysts estimate local governments could lose $13.7 billion in revenue over the first two years, with nearly $12 billion in annual losses afterward.
  • Real estate professionals anticipate possible buyer interest, but the effect on prices is uncertain.
  • Recent polls put support both above and below the 60% threshold needed for passage.

Amendment 3 combines homeowner tax relief with changes to local revenue and property assessment rules. Its potential effects reach beyond homeowners, touching public budgets, renters, businesses and people hoping to buy a home.

How the tax proposal would work

The amendment would raise the homestead exemption on a primary residence from $50,000 to $150,000 in 2027 and $250,000 in 2028. The additional exemption would not apply to school property taxes. It would also lower the annual cap on taxable-value increases for non-homesteaded properties, including rental and commercial property, from 10% to 5%. If approved, it would take effect Jan. 1, 2027.

The measure directs local governments to use property-tax revenue for listed purposes, including public safety, education, infrastructure and natural resources. But it does not require police, fire or emergency services to receive funding first, nor does it set minimum spending levels. Supporters say localities can prioritize essential services; opponents argue the amendment offers no firm protection against cuts.

Budget trade-offs at the local level

The Florida Legislature’s Office of Economic and Demographic Research projects a $13.7 billion revenue reduction for local governments over the first two years and nearly $12 billion annually thereafter. Local officials could respond with service reductions, higher taxes or fees on other sources of revenue, or a combination of measures.

Public safety is a central point of dispute because it accounts for a substantial share of many local budgets. Critics say maintaining police, fire and emergency services could mean cuts to other programs, including parks and libraries. The impact may vary: larger communities with broader tax bases could have more flexibility than smaller municipalities and rural counties.

Housing demand and affordability

A Realtor.com study cited in coverage projected that Florida home values could rise 7% to 9% under a property-tax elimination scenario. That is an estimate, not a prediction of what this amendment would necessarily do. Palm Beach-area broker Jeff Lichtenstein expects any price increase could be smaller, while warning that buyers may move quickly if they believe the tax benefit will be more favorable to current homeowners.

The proposal’s timing could add urgency: homeowners homesteaded in Florida by Dec. 31 would receive the full savings sooner, while new arrivals could face a five-year wait for the full homestead exemption. Florida Realtors supports the measure, but its CEO has emphasized that home prices also depend on supply and demand; more available inventory can help stabilize prices.

Polls leave the outcome uncertain

Recent surveys have produced sharply different results, with support ranging from 42% to 63%. Polling methods and question wording varied, making the results difficult to compare directly. Political scientist Aubrey Jewett described the contest as uncertain, noting that the 60% passage requirement is a significant hurdle. The vote will test whether promised homeowner relief outweighs concerns about local budgets and possible costs shifted to renters and businesses.
