Florida’s housing market may be moving from steep correction toward an uneven stabilization. Home prices remain below their pandemic-era peaks in several major markets, while listings and builder inventories have begun to decline. Mortgage rates near 7% continue to restrain demand, and falling rents have not eliminated the state’s broader affordability pressures.

The latest signals suggest Florida’s market is reaching a turning point rather than beginning a conventional boom. Cities that experienced some of the country’s largest pandemic-era increases also endured a sharp reversal after mortgage rates climbed and new construction expanded rapidly.

Cape Coral, one of the state’s most overheated markets, has seen prices fall roughly 22% from their 2022 peak, according to data cited by Business Insider. Jacksonville and other Florida markets have also recorded substantial increases in available homes, putting buyers in a stronger negotiating position than they had during the pandemic.

Supply is beginning to rebalance

The most encouraging change is the decline in excess inventory. Florida has recorded one of the largest drops in unsold builder inventory from its peak, falling about 37%, according to John Burns Research and Consulting data cited in the report. Active listings have also declined in markets including Cape Coral and Jacksonville.

That does not mean sellers have regained control. Builders are still offering incentives and reducing prices to move completed homes, while some individual owners are testing the rental market after struggling to attract buyers. Still, a smaller supply overhang can help prevent further rapid price declines even when demand remains modest.

Buyers remain constrained by mortgage rates

Financing costs continue to shape the market. Typical mortgage rates are again approaching 7%, far above the historically low levels that fueled Florida’s migration and purchasing surge in 2020 and 2021. Many existing owners are reluctant to sell because doing so would mean giving up inexpensive mortgages.

This “lock-in” effect limits resale inventory while also keeping would-be buyers on the sidelines. Demand is therefore returning unevenly, with more activity among households that can afford higher payments or negotiate significant discounts.

Affordability remains a challenge

Price corrections and softer rents have not fully solved Florida’s housing affordability problem. Lower rents can help tenants in the short term, but they do not offset high insurance costs, property taxes, elevated borrowing expenses and the gap between wages and housing costs in many communities.

The market is also divided by price range. Luxury properties have shown greater resilience, while entry-level buyers remain more sensitive to interest rates and monthly payment increases. That split could make the recovery feel stronger in affluent coastal areas than in neighborhoods serving typical households.

A cautious outlook for Florida

Economists and industry analysts see evidence that Florida may be near a bottom, but they remain wary of declaring a definitive recovery. Previous slowdowns in price declines briefly appeared to signal a rebound before the market weakened again.

For now, the most likely path is gradual and uneven: fewer excess listings, selective buyer opportunities and continued pressure on sellers in oversupplied areas. Florida’s next phase may be less about rapidly rising prices than about restoring balance between supply, demand and household incomes.
