Broward Weighs a One-Year Pause on Large Data Centers

Broward County commissioners are preparing to consider a proposal for a one-year pause on new large-scale data center development in unincorporated areas. Commissioner Lamar Fisher wants the county to study the facilities’ potential demands on electricity and water, as well as their proximity to homes, before deciding how to regulate them. The proposal has not yet been adopted.

Key takeaways

The proposed moratorium would cover unincorporated Broward County, rather than only sites near residential neighborhoods. Fisher is asking the county to develop an ordinance and examine infrastructure and land-use impacts before large projects move forward.

  • The requested pause would last one year.
  • The unincorporated area includes the Broward Municipal Services District, with neighborhoods such as Broadview Park, Boulevard Gardens and Washington Park.
  • Florida law preserves local authority to regulate or reject data center development.

What the proposal would cover

Fisher has asked commissioners to direct staff to draft an ordinance establishing a temporary moratorium on large-scale data centers throughout unincorporated Broward County. The proposed scope is broader than a restriction limited to projects next to homes, though concerns about facilities near residential areas have helped prompt the discussion.

The Broward Municipal Services District covers about 11.5 square miles. Roughly 2.5 square miles are developed for residential and commercial uses, and fewer than 15,000 people live in the district. The county’s next steps would include determining the terms of any ordinance, including how it defines a large-scale facility.

Why commissioners are weighing a pause

The proposal reflects questions about whether major data centers could add pressure to local electricity and water systems, and how their scale and operations would affect surrounding communities. A temporary halt would give the county time to assess those effects and consider land-use rules before deciding whether to allow projects to proceed.

Broward already has at least four active data centers, according to a map cited in reporting on the issue. The proposed pause concerns new development in unincorporated areas; it would not, as described, amount to a countywide ban covering incorporated cities.

A wider Florida debate

Broward would join a growing number of Florida counties examining temporary restrictions. Palm Beach County approved a 12-month moratorium on certain new applications in September, while Manatee County adopted a one-year pause in unincorporated areas in October. Other local governments are also studying potential rules, citing concerns including water supply, grid capacity, noise and land-use compatibility.

The discussion is taking place under Florida’s Hyperscale Data Center Act, signed in May. The law defines a large-scale data center as a facility with peak electrical demand of at least 50 megawatts, requires operators to cover the full cost of utility service, and calls for reclaimed water use where feasible. It also preserves local governments’ authority to regulate or reject projects. The county’s proposed ordinance would still need to be developed and considered before any moratorium takes effect.
