A major real estate venture is reshaping Miami Beach, as a partnership led by Terra and JDS Development Group has secured $120 million to transform a key bayfront property into a high-rise luxury tower. This ambitious project promises not only upscale residences but also new retail and community space, setting a new standard for Miami’s South Beach neighborhood.

The Redevelopment Initiative

The transformation centers on the bayfront site at 1250 West Ave. in Miami Beach. Once home to Bay Garden Manor, a 15-story condominium dating back to 1964, the property will soon house a sleek, 330-foot luxury tower designed by renowned architect Kobi Karp. The revitalization also includes redevelopment of the adjacent Bikini Hostel.

The change comes after years of mounting insurance costs and maintenance for the old condo building, leading Terra and its partners—including Rafi Gibly and Gianluca Vacchi—to purchase over 95 percent of its units. With this overwhelming majority, they dissolved the condo association and cleared the path for redevelopment.

  • Around 100 high-end residential units
  • Ground-floor retail space
  • Modern architectural design catering to luxury lifestyles

Strategically located near major highways and only a short drive from Miami International Airport, the site offers convenience along with beautiful bay views. Residents will also be within walking distance to numerous dining and retail options in the lively South Beach area.

Navigating Local Concerns

Securing approval for the ambitious redevelopment was not without controversy. Miami Beach city commissioners recently voted to rezone the area, allowing for a taller tower than previously permitted. While the city government largely supported the project, several community members voiced concerns over the building’s height and the fate of the Bikini Hostel, which had been a shelter for people experiencing homelessness.

To address part of this concern, the developers pledged to rebuild the hostel across the street, as part of a negotiated public benefits package. This move partially satisfies advocates, though questions remain about the transition for current hostel residents.

Terra’s Continued Growth in Miami

This project marks the latest in a series of significant Miami developments for Terra. Recent milestones for the company include the groundbreaking of Mr. C Hotel & Residences in West Palm Beach and the ongoing development of Centro City, a major mixed-use project in Miami. These ventures underscore Terra’s commitment to redefining urban living in South Florida.

As construction plans progress, the Miami luxury tower at 1250 West Ave. is poised to become a prominent addition to the city’s evolving skyline, reflecting both the region’s growth and its complex debates over development and community needs.
