A Parkland real estate investor has been arrested and accused of exploiting a 75-year-old disabled man by stealing his $180,000 Hollywood condominium. The Broward County Property Appraiser’s office led the investigation, which revealed the man lacked the mental capacity to manage his affairs.

Allegations Against the Investor

Igor Shlafman, 54, of Parkland, is accused of orchestrating the theft of the condominium, which the victim had owned for over 40 years. According to Broward County Property Appraiser Marty Kiar, the victim, whose identity has not been released, was in an "extremely fragile condition" and lived alone. He had inherited the condo from his parents more than four decades ago.

In April 2024, a Florida Department of Children and Families investigator noted the victim’s vulnerable state. Shortly after, the victim reportedly signed over the deed to his condo. The legal document was prepared by Shlafman, and ownership was transferred to a company managed by the investor.

Condo Sold, Victim Displaced

Investigators allege that Shlafman proceeded to sell the victim’s condominium in August 2025 for $180,000. Crucially, the victim did not receive any of the net proceeds from the sale, which amounted to $162,000. Furthermore, the victim was allegedly removed from his home to facilitate the sale and was relocated to a mobile home in Dania Beach.

When investigators visited the victim’s new residence, they found it to be in a state of disrepair, described as "nearly uninhabitable." The conditions included debris, non-functional kitchen appliances, a lack of food in the refrigerator and pantry, and uneaten food left on the dining room table. His sleeping arrangements consisted of only a box spring and mattress with soiled sheets.

Arrest and Charges

Shlafman was arrested on Friday, March 27, 2026. He faces charges including exploitation of an elderly person over $100,000 and unlawfully filing false documents, according to Broward court records. As of the report, Shlafman was not listed in jail records and had not yet secured legal representation.
