Florida Senate Tackles Drowning Crisis with New Pool and Rental Safety Bills

Florida is confronting a concerning rise in child drowning deaths with a new legislative push. Three Senate bills, championed by Sen. Carlos Guillermo Smith, aim to enhance safety measures for residential pools and vacation rentals, alongside a focus on drowning prevention education for new parents. This initiative comes as the state has already seen 112 child drownings this year, a figure that tragically outpaces last year’s numbers.

Residential Pool Safety Enhancements

Senate Bill 610 proposes that all residential swimming pools on properties sold or transferred after October 1, 2026, must be equipped with at least one approved safety feature. Stricter Rules for Vacation Rentals

Focusing on vacation rental properties, Senate Bill 608 mandates that operators applying for or renewing licenses must install at least one pool safety feature, similar to those required for residential pools. The Department of Business and Professional Regulation will have the authority to issue fines and suspend or revoke licenses for non-compliance, aiming to protect renters, particularly children.

Drowning Prevention Education Initiative

Senate Bill 606 aims to equip new parents and caregivers with vital water safety knowledge. The Florida Department of Health will be tasked with developing educational materials on water safety and safe bathing practices. These resources will be distributed through hospitals, birth centers, home birth providers, and childbirth educators, emphasizing that drowning is a silent and preventable tragedy that can occur in mere seconds.
