Florida Legislators Advance New Pool Safety Measures for Vacation Rentals Amidst Rising Drowning Deaths

Florida lawmakers are taking decisive action to enhance pool safety at vacation rentals and bolster water safety education for families. This legislative push comes in response to a concerning rise in child drowning incidents across the state, particularly as the popular spring break season approaches.

Key Takeaways

  • New legislation mandates safety features for vacation rentals with pools or nearby water bodies.
  • Proposals aim to expand swim lesson voucher programs and enhance parental water safety education.
  • The measures are a direct response to a record number of child drowning deaths in Florida.

Enhanced Safety at Vacation Rentals

As Florida’s popularity as a tourist destination grows, so does the risk associated with its abundant pools and waterfront properties, especially for visiting families unfamiliar with local hazards. State Senator Carlos Guillermo Smith highlighted that tourists may not fully grasp the dangers water environments pose to young children.

To address this, a bill unanimously passed by the Florida Senate requires vacation rental homes with a swimming pool or a body of water within 150 feet to implement at least one approved safety feature. These features can include:

  • Pool fences
  • Pool safety covers
  • Exit alarms on doors or windows leading outside
  • Self-closing or self-latching doors

This bill now moves to the Florida House of Representatives for further consideration. The legislation also includes provisions for suspending or revoking vacation rental licenses and imposing fines for non-compliance.

Expanding Education and Prevention

Beyond physical safety measures, another legislative proposal focuses on education and prevention. This bill seeks to broaden the eligibility for state swim lesson vouchers, extending them to children aged 1–7, up from the current 1–4 age range. Furthermore, it mandates that hospitals and birth centers provide essential water safety education to new parents before they are discharged with their newborns.

Statistics reveal the critical need for such educational initiatives, with a significant percentage of fatal child drownings occurring among very young children. Senator Smith emphasized the importance of equipping new parents with vital information on drowning prevention.

Bipartisan Support and Community Impact

The bipartisan nature of the pool safety bill, a collaboration between Senator Smith (Democrat) and Senator Danny Burgess (Republican), underscores the shared commitment to addressing this critical issue. The legislation has also garnered support from major platforms like Airbnb, which is implementing in-app safety tips for guests booking stays near water and offering discounted pool fences to hosts.

Water safety advocates view these legislative efforts as a crucial step forward. They emphasize that a combination of enhanced safety features, accessible swim lessons, and comprehensive parent education can significantly reduce the tragic number of drowning deaths in Florida, protecting both residents and the millions of visitors who enjoy the state’s aquatic attractions each year.
