A proposed 198-apartment community in western Boynton Beach is advancing through Palm Beach County’s approval process after developers revised the project to address concerns about density, traffic, security and neighborhood impacts. The development would include 50 workforce-housing units and could become one of the first multifamily projects built in the Agricultural Reserve.

Revised proposal reduces density

The project initially called for 259 homes, reaching the county’s maximum permitted density of roughly eight homes per acre. After months of postponements and negotiations, the revised plan proposes approximately six homes per acre and replaces the original concept with a 198-unit apartment development.

The site is currently surrounded by a mix of agricultural operations, nurseries, warehouses and single-family communities. If approved, West Boynton Ranches would represent an early test of the county’s effort to introduce higher-density housing into the predominantly rural reserve.

Workforce housing designation

The developer is seeking approval under Palm Beach County’s “essential housing” land-use designation, created in 2022 to encourage multifamily housing for people who work in and around the Agricultural Reserve.

Supporters say the apartments could help address a shortage of housing for teachers, nurses and other workers. The proposal includes 50 workforce-housing units, although the available information does not specify the income ranges or affordability period for those homes.

Changes aimed at nearby residents

The latest plans limit buildings to two and three stories, eliminating the possibility of structures as tall as four stories under the original proposal. Developers also agreed to add landscaping features, including a six-foot wall and a three-foot berm, to create separation from neighboring properties.

The project’s entrance and exit on Boynton Beach Boulevard would be realigned to help manage traffic. Developers also plan to end a lease with a tree farm on the property, a change intended to reduce potential truck traffic and noise near surrounding communities.

Neighbor support follows negotiations

Valencia Reserve, a nearby 55-plus community, was among the strongest opponents of the original plan. Residents raised concerns about density, traffic and security, but representatives said the revised proposal addressed enough of those issues for the community to support moving forward under the essential-housing designation.

The proposed end of the tree-farm lease nonetheless drew criticism from Vice Mayor Marci Woodward, who questioned whether an agricultural business should be displaced to secure neighborhood approval. Other commissioners said the revisions demonstrated the developer’s efforts to respond to residents while advancing needed housing.

State review and next steps

The County Commission’s 5-2 vote to “transmit” the proposal does not grant final approval. Instead, the plan will undergo state review before returning to county commissioners for a final decision, currently anticipated in December or January.

If the project receives approval, construction could begin in late summer 2027. Its outcome could influence how Palm Beach County balances agricultural preservation, neighborhood concerns and demand for workforce housing in the reserve.
