Sarasota moves to bring downtown vacation rentals under registration rules

Sarasota’s City Commission has unanimously approved, on first reading, an expansion of its vacation-rental registration program into the Downtown Neighborhood zoning district. Commissioners also advanced a separate fee increase and directed staff to seek funding for two additional program employees. Both ordinances still require a second reading, which had not been scheduled at the time of the report.

Key takeaways

  • The proposed expansion could cover about 50 qualifying downtown properties, though the city says the estimate needs verification.
  • Registration fees would rise from $500 to $700, and annual renewals from $350 to $600, under a separate ordinance approved on first reading.
  • Commissioners directed staff to prepare a budget amendment for two additional positions.
  • A one-year trial allowing certain higher advertised guest counts was approved; a proposal to require additional guest information was rejected.

Downtown rentals would join the program

The expansion would apply to qualifying rentals in one-, two-, three- and four-family dwellings in the Downtown Neighborhood district. Staff estimates about 50 units may be eligible, but each listing must be checked against zoning, building type, use and possible exemptions.

The proposed application period would run from Jan. 1 through April 1, 2027, with inspections and certificates targeted for completion by July 1. Owners would not face their first renewal until mid-2028. Qualifying rentals lawfully operating by the ordinance’s effective date could, subject to conditions, temporarily accommodate up to 16 people through Dec. 31, 2028; standard occupancy limits would apply beginning Jan. 1, 2029.

Program supervisor Hannah Chabica said registration provides accountability requirements, including an always-available local contact. Inspections also verify safety features such as smoke alarms, carbon-monoxide detectors, fire extinguishers and guest emergency information. Staff plans to track the downtown program’s workload, costs and revenue separately.

Fee changes and staffing needs

The fee ordinance would increase initial registration from $500 to $700 and renewals from $350 to $600. It also proposes a $200 charge when an inspection cannot proceed because access is denied, no one is present to admit the inspector, or the appointment is canceled.

Staff estimated that the proposed fee schedule would recover 97.4% of program costs, with projected expenses of about $555,861 and revenue of $541,400. Those figures include two additional positions but do not account for the downtown expansion. Current cost recovery was reported at 80% to 82%. Commissioners directed staff to return with a budget amendment for the positions and discussed further review of staffing and costs.

Advertising trial advances; guest-information proposal fails

Commissioners approved a year-long trial allowing listings to advertise a higher guest count when they clearly explain that anyone above the usual adult limit must be under age 6. Chabica said booking platforms do not readily distinguish between adults and young children, while verification remains an operational concern. Staff is to report on the trial in October 2027.

A separate proposal to require owners to provide guests with additional city-program information, including details about the city’s rental map, failed on a 2–3 vote. The majority said the requirement could add to owners’ existing obligations to provide materials to renters. The city also plans to use compliance-monitoring software to help identify rentals that may not be registered.

  • Expansion of City of Sarasota’s vacation rentals registration program to Downtown Neighborhood District wins full approval on first reading, Sarasota News Leader.
