Florida residents could gain access to more homeownership and housing options under the 21st Century ROAD to Housing Act, signed into law July 11. The measure changes federal rules for manufactured homes, expands potential uses for community grants, creates a small-mortgage pilot and establishes a more predictable disaster-recovery framework.

Manufactured housing rules could expand choices

The law updates the federal definition of manufactured housing to include homes that are not built on a permanent steel chassis. The change could encourage multistory designs, new layouts and construction methods that fit more easily into established neighborhoods.

Manufactured homes make up about 8% of Florida’s housing stock and represent a significant share of homes in several rural counties. During the first half of 2026, 8,206 manufactured homes sold statewide, with a median price of $162,500.

The change is not immediate. The U.S. Department of Housing and Urban Development must revise its regulations, and Florida lawmakers must address state chassis requirements. The changes would apply to future construction, not homes already in place.

Grants could support new construction

The law allows Community Development Block Grant money to help fund new home construction, rather than limiting the money largely to repairs, infrastructure and economic-development projects. That could support entry-level homes, infill construction and development in communities where infrastructure has constrained growth.

FloridaCommerce distributes roughly $18 million to $26 million annually through the state’s Small Cities CDBG program. Larger communities may decide how to use their allocations, while eligible smaller cities and rural counties compete for state-administered grants.

Small mortgages may reach more buyers

The legislation authorizes a HUD pilot for Federal Housing Administration loans of $100,000 or less. Smaller mortgages can be difficult to obtain because lenders face many of the same administrative costs as they do with larger loans.

If Congress provides funding and lenders participate, the pilot could help buyers financing lower-priced houses, rural properties and some manufactured homes. Other provisions address manufactured-home financing, appraisals, Veterans Affairs loans and the federal HOME program.

Disaster recovery gets a permanent framework

Florida frequently relies on Community Development Block Grant Disaster Recovery funds after hurricanes and other disasters. Historically, Congress has approved funding one disaster at a time, with HUD creating rules for each recovery effort.

The new law authorizes the program for three years and creates a dedicated HUD office to administer it. Consistent rules could help communities begin rebuilding sooner and give families a clearer path to assistance.

Implementation will determine the impact

The law is unlikely to produce an immediate, statewide shift in housing costs or supply. Its effects will depend on HUD regulations, congressional funding, Florida legislation, local grant decisions and lender participation.

The changes could ultimately produce a series of smaller gains: more flexible home designs, additional construction funding, financing for properties that currently struggle to qualify and faster recovery after storms. Housing advocates say those steps are meaningful, but resolving Florida’s affordability challenges will take time.
