Florida CFO Blaise Ingoglia questioned over undisclosed real estate holdings

Florida Chief Financial Officer Blaise Ingoglia is facing questions over whether his required financial disclosure fully identifies more than 100 properties connected to his homebuilding companies. Public corporate and county records reviewed by Florida Bulldog indicate that properties valued at more than $10 million were not clearly listed on his latest Form 6 filing, while his office insists the document complies with state law.

What the records show

Ingoglia’s 2025 disclosure lists interests in Hartland Homes Inc., Hartland Holdings Inc. and Hartland Centre LLC. Together, those companies were assigned values totaling tens of millions of dollars on the form.

However, county property records and state corporate filings connect the companies to at least 55 properties in Hernando County and 57 additional parcels in Citrus County. Most of the Citrus County properties are vacant land. The combined value of the properties not clearly identified in the disclosure exceeds $10 million, according to the records reviewed by Florida Bulldog.

One example is a Brooksville property on Jacqueline Road. Hartland Homes purchased the site in 2019 before transferring it to Hartland Plaza LLC in 2024. Corporate records identify Ingoglia as Hartland Plaza’s sole manager, but the company and the property do not appear to be specifically identified on his disclosure.

Disclosure rules and the response

Florida’s constitution and ethics laws require certain senior public officials to provide a full and public accounting of their financial interests, including assets worth more than $1,000. Form 6 instructions say real estate should be identified by street address or by a description that allows the public to locate it without consulting other records.

Ingoglia’s spokeswoman, Sydney Booker, said the form was completed accurately and reviewed by an attorney. She did not provide detailed answers about the properties, their corporate ownership or why specific addresses were absent.

Why Ingoglia’s wealth is also drawing attention

Ingoglia reported a net worth of $13.7 million in 2023 and $28.3 million in 2024. His 2025 filing lists a net worth above $30 million. He has previously attributed much of the increase to revaluing property that had initially been reported at its purchase or sale price.

The disclosure forms, however, do not identify a specific property whose value would clearly account for the reported increase. Instead, the largest change appears in the declared value of Hartland Holdings.

Potential ethics consequences

Florida law allows intentional omissions from a required financial disclosure to bring civil penalties of up to $20,000, along with possible reprimand or removal from office. A prior case involving homebuilder Carlos Beruff found that vague descriptions of properties failed to satisfy Florida’s disclosure rules. That case resulted in a recommended fine, censure and reprimand.

The Florida Commission on Ethics cannot normally begin an investigation based solely on news reports. Under current rules, a sworn complaint or referral from specified officials is generally required, and the complainant’s identity must be disclosed to the respondent.

Broader transparency concerns

The real estate questions add to scrutiny of Ingoglia’s record as CFO. A previous Florida Bulldog analysis reported that 200 contracts valued at more than $342 million from his agency lacked documentation required under the Transparency Florida Act.

Ingoglia, appointed by Gov. Ron DeSantis in 2025, is now running for a full term. His Republican primary opponent is businessman and Air Force veteran Frank Collige.
