Hillsborough County Invests $24 Million in USF Fletcher District Redevelopment

Hillsborough County has committed $24 million to fund crucial transportation and safety enhancements for the University of South Florida’s (USF) planned Fletcher District. This significant investment will bolster infrastructure around Fletcher Avenue, paving the way for a transformative mixed-use development on the former USF golf course.

This bridge is designed to seamlessly connect the main campus with the new district, significantly enhancing safety for students and residents.

A Collaborative Public Investment

The county’s financial commitment builds upon existing infrastructure funding from the state, which previously allocated $31 million for roadway access, mobility enhancements, utilities, and site development related to USF’s growth. An additional $8 million from the state was designated for the USF Health Translational Research Institute, intended to be a cornerstone of research activities linked to the Fletcher District. Together, these public investments are poised to foster a new economic center surrounding the university, with USF contributing significantly to Florida’s economy.

Fletcher District Development Details

The Fletcher District encompasses a 138-acre site north of the main USF campus. The initial phase will focus on approximately 27 acres, with construction slated to commence in spring 2026 and the district expected to open in summer 2028. Plans include:

  • Student Housing: 696 beds
  • Multifamily Apartments: 150 units
  • Hotel and Conference Center: 150 rooms
  • Retail and Restaurant Space: Approximately 60,000 square feet

Private developers are projected to invest around $269 million in the first phase. Housing represents the largest portion of this investment, followed by the hotel and conference center, and then retail and restaurant spaces. University officials anticipate the district will activate previously underutilized land, extending campus activities outward.

Projected Economic Impact

County estimates suggest the Fletcher District could generate approximately $500 million in construction spending and create around 250 permanent jobs once fully operational. Furthermore, the development is expected to contribute about $15 million in recurring annual economic activity once the initial phase stabilizes. Local leaders emphasize that the district is designed to help retain USF graduates by offering housing, employment, and research opportunities in close proximity to the campus.

Part of a Broader Development Corridor

The Fletcher District is situated within a rapidly developing corridor surrounding USF, which includes the new on-campus football stadium, redevelopment plans for the Museum of Science and Industry property, and ongoing expansions at Moffitt Cancer Center. County officials view these combined projects as instrumental in establishing a vibrant, year-round destination anchored by education, research, events, and tourism. The transportation improvements funded by the county are expected to be completed in time for the Fletcher District’s first phase opening in 2028.
