Florida’s real estate landscape is facing significant shifts as 2025 approaches. After years of soaring home prices driven by high demand, the market is showing signs of adjustment, influenced by rising costs and evolving buyer behavior. Here’s an in-depth look at what to expect in Florida’s housing market, including the cities most at risk of price declines, key factors shaping buyer affordability, and potential policy changes that could impact the market.

Despite a nationwide trend of modest home price increases projected for 2025, Florida’s market presents a more complex picture. Several cities in the Sunshine State may experience falling home prices for the first time in years. This is due to a combination of high home values, soaring mortgage rates, and insurance costs that have materially affected buyer demand.

According to a comprehensive report by Realtor.com, which utilized data from real estate analytics firm Cotality, three major Florida cities are categorized as "very high risk" for declining home prices in 2025:

  • Tampa
  • Winter Haven
  • West Palm Beach

These cities reportedly have a 70% probability of home price declines due to market slowdowns and supply-demand imbalances.

“Piling expensive insurance costs on top of still-high home prices and elevated mortgage rates has pushed the cost of homeownership in Florida out of reach for many would-be buyers."

Florida’s coastal location exposes homes to heightened climate risks, prompting steep insurance premiums. Data from ValuePenguin shows the average annual homeowner insurance cost in Florida is approximately $2,207, one of the highest nationwide.

This growing expense adds to the financial strain on buyers and may deter new residents.


Potential Policy Changes: Property Tax Reform

In light of rising costs, Governor Ron DeSantis has hinted at supporting efforts to eliminate or reduce property taxes throughout Florida, though this would require a constitutional amendment, needing 60% voter approval.

On social media, DeSantis stated:

"Property taxes are local, not state. So we’d need to do a constitutional amendment to eliminate them (which I would support) or even to reform/lower them…"

If enacted, such reforms could have a significant effect on the housing market by making homeownership more affordable.

Inventory levels have increased recently as new constructions reach the market. This shift suggests a more balanced market, creating favorable conditions for buyers:
