Florida Housing Market: An Overview of Current Trends and Future Projections

Inventory Surge: Empowering Buyers

The Florida housing market has experienced a dramatic shift recently, largely influenced by rising mortgage rates that began in the summer of 2022. Historically limited inventory has changed course, with notable year-over-year inventory increases across major metropolitan areas in the state.

As of early November, the inventory in the U.S. experienced a growth of 30%. However, Florida’s major cities have outpaced this average significantly:

  • Miami: +46%
  • Tampa: +68%
  • Orlando: +66%
  • Jacksonville: +49%

This inventory boost has given buyers a stronger negotiating position, marking a significant change from the seller-dominated market of previous years.

Sales Trends: Ongoing Decline in Activity

While inventory levels are up, the number of pending home sales in Florida has painted a different picture. After a period of rapid sales during the pandemic, the market has cooled significantly. New pending sales have shown consistent year-over-year declines, leaving many to wonder about the sustainability of this recovery.

  • Jacksonville began 2025 with a slight uptick but has since seen a decline of 8.3%.
  • Sales fluctuations in some areas have ranged from a drop of -23.5% to a rise of +11.3% recently.

At present, Miami is experiencing a decline of 3.9% in new pending sales, indicating that the market is still volatile.

  • Tampa and Jacksonville have been flirting with negative year-over-year price growth since September 2024.
  • Miami recorded negative growth weekly in April 2025.

Across the four major Florida metro markets, homes are typically selling for less than their list prices. Notably, four of the nine U.S. markets with the greatest discrepancies between sale and list prices are located in Florida, showcasing a significant adjustment in buyer expectations.

Economic Challenges Ahead

Looking ahead, forecasts for the housing market in 2025 had initially indicated an improved environment, due to expected lower mortgage rates and easing inflation. However, recent developments have altered this outlook:

  • Interest Rates: Rates have remained around 7% due to aggressive trade policies.
  • Inflation Concerns: Worries about inflation resurfacing have compounded the uncertainty in the housing market.

Consumer Sentiment Decline

Consumer confidence has plummeted by 32% since the start of the year. A Redfin survey revealed that:

  • 24% of respondents have abandoned plans to purchase a home.
  • 32% have placed such plans on hold, reflecting a growing reluctance to invest in major purchases.

Existing-home sales figures tell a similar tale, with a 5.9% monthly drop in sales in March 2023, landing below the rates of a notably troubled previous year.

Home Insurance Crisis

The situation is further exacerbated by skyrocketing home insurance costs, which have soared by 60% since 2019. More than a quarter of Florida homeowners have turned to state-backed insurance due to major insurers exiting the market.
