Bay Crest Park residents are urging Hillsborough County to strengthen a proposed short-term rental ordinance, saying registration and complaint-response requirements would not adequately address neighborhood safety and stability. Commissioners voted 7-0 to advance the measure, with a public hearing scheduled for September 2 at 10 a.m. If approved, it would take effect January 1.

What the county proposal would require

The draft ordinance is designed as a business regulation, an approach intended to comply with Florida limits on local regulation of short-term rental locations and rental frequency. It would require owners to register properties and designate a local contact available around the clock who could reach a property within one hour of a reported violation.

Guests would also have to receive information about noise rules, trash collection, recycling and parking. Commissioner Harry Cohen said the registry would help code enforcement and law enforcement identify rental operators and coordinate responses. Hillsborough County has more than 3,000 short-term rentals in unincorporated areas, according to county officials.

Residents seek inspections and faster enforcement

Residents argue that inspections should be mandatory before a rental is registered, particularly for fire safety, occupancy limits and unpermitted construction. They also want an online complaint portal and dedicated hotline that route reports directly to enforcement agencies.

They point to examples of homes allegedly divided into multiple rental units, garages converted into sleeping areas and properties advertising capacity far beyond what residents believe is legally permitted. Neighbors say enforcement responses can take weeks, allowing safety hazards and disruptive activity to continue.

Neighborhood stability is at the center of the dispute

Residents describe frequent noise, overcrowded parking, trash, parties and a steady rotation of unfamiliar guests. They also say investor purchases of homes for vacation rentals are reducing opportunities for local buyers and weakening the community’s long-term identity.

Bay Crest Park’s concerns extend beyond short-term lodging. Residents have reported suspected vehicle-rental businesses, unlicensed commercial activity and possible problems involving homestead exemptions and unpermitted flood-related repairs. They say these issues illustrate the need for broader, proactive enforcement rather than a registration system alone.

Next steps for Hillsborough County

Commissioners have indicated that amendments remain possible as the ordinance advances. One commissioner also cited a forthcoming state requirement addressing parking and primary-residence conditions for certain garage conversions and accessory dwelling units.

Residents say they are not seeking an outright ban. Instead, they want Hillsborough County to adopt stronger measures used elsewhere in Florida, including pre-licensing inspections, technology-assisted monitoring, consistent fines and more staffing. They are also asking for an evening meeting so working residents can participate before the September hearing.
